Dear Council Members:

On behalf of the City of Fond du Lac, Wisconsin, I wish to file an objection to the
proposed agreement restricting and reducing access and use of water from the
Great Lakes basin by communities and businesses within the Great Lakes basin. If
the interim agreement is established restricting the State of Wisconsin's
discretional use to 1 million gallons per day or  less in consumptive use: serious
and unintended injury would occur to economic development, state electrical
needs and potable water supplies within the state.

Many business development projects requiring water consumption in processing of
products would be stopped in Wisconsin with this restrictive agreement.

Electrical shortages such as currently being experienced in California could be
caused by this interim restriction, as new power plants such as proposed in
Fond du Lac would be eliminated by this agreement.

Even potable water for cities across the state may be impacted as the new radium
standards force municipalities away from ground water to surface water sources.

For these and many other reasons, we object to the interim rules restricting state
discretionary consumptive use to 1 million gallons and urge retaining the current
limit of 5 million gallons.

I would also be willing to meet to explain in more detail the specific problems
these regulations will have on our community.
